In order to be considered a blizzard, the snowstorm would contain winds in excess or 35 mph, 1/4 of a mile visibility or less.
Where: Blizzards will get stronger and stronger the farther away you get from the equator (with some exceptions).
If you live in the northern states you will more impacted by blizzards than some of the southern states.
